If you want to deposit or withdraw funds, either in fiat or from other blickchains, You may use a bridge or gateway service to do so. A bridge service provides a way to deposit an amount of a crypto-currency other than LocalCoin, and in turn receive a SmartCoin (equivalent  USD, EUR, CNY, and others. )Any of these tokens is backed by LocalCoin' company shares (LLC) being locked up as collateral and being available for settlement at its current price.

Well wait, wait... We all build coins that to some extent depend on internet services or utilize internet for communication between nodes... Russiian government has recently vowed to unplug their frigging segment from the global network by rerouting every bit of traffic, that passes through foreign servers, withing the country. Now imagine Mexico unplugs from the internet in response to trumps wall. And the next country to pull out will be China because Holywood movies slander Dalai Lama and communist party. Crypto will not survive. Huge overseas domain of the market will split out, limiting use case and reducing adoption landscape for cryptos. Hence we need to introduce something that does not rely on the internet.

Does the Russian government seem to have closed Telegram? Russian users do not use it now?If they also restrict the Internet, then in fact nothing will change
