A newbie wearing signature and personal text.
I guess it's a bug.

Due to excessive garbage-posting, you now need 1 merit to be a Jr Member. All existing Jr Members who didn't meet the requirement were demoted. Also, newbies can no longer set any signature or personal text.

In that case, the user should have merit (airdropped), he can't delete the airdrop merit. And if he could wear the signature he had at least 1 merit.

Or I missing something, let me think and edit this message if I can think about some strange cases.

Final Edit: He can de-ranked from the junior member status before(or after, anyway should be related of) the need of 1 merit to rank up from newbies, this should be the only case who can wear the signature and have 0 merit on this account. (if they are not deleted manually from theymos but I doubt it).

Good point. It probably had the sig and PT there years ago before the rule changes. It's still probably a hacked account though.

It doesn’t look like it has ever been a very active account, and could therefore may not have received any airdropped merits since activity (over 2017 essentially) was a centrepiece of the assignment algorithm.

In February 2016, the account was Brand New: https://web.archive.org/web/20160210021909/https://bitcointalk.org/index.php?action=profile;u=666096

In @Piggy’s full profile DBs (November 2018, and December 2018) the account still ranked Brand New, with LastActive date at the time of 06/06/2018.
The BTC address currently shown is the same as that of the 2016 snapshot.
It does not seem like a hacked account.

Cannot be de-ranked as you need merit to rank up. So either the restrictions are not applied to the very* old accounts, same as the ones (newbies) wearing avatars or there is a bug somewhere in the system.
It's not a big issue for sure but I think is should be reported to the admins.

Seems like an old farm.
Interesting here that the account was never active.

I think those signatures are from 2015 and with the new rules the users have no access to change/remove them anymore. So it's the same situation as the old avatars.

OMG Shocked, the number is really shocking. This does not look like a manual job, some people were trying to spam Bitcointalk around 2015, with some unlimited account creation script with random Usernames . I don't think someone would manually make that number of accounts to promote a Ponzi.

As we already know they are promoting proven Ponzi, I think admin should disable the signatures and personal text of all the accounts in the above list. As he has done with the YoBit campaign, but at a larger extent.

I've met others like 3M golbal so I guess they are more, but anyway this shed some more light over the problem and now we can say that those who were unactive for a very long time kept their signatures from back them and coming back to life again the signature will be there without possibility of removal until a rank up.

I've seen topics on the MMM-spam before, it's probably just backlinks hoping for free traffic.

As for the bug: could it be theymos forgot to wipe the signature and personal text for Brand New accounts, when he "enhanced" the Newbie restrictions?

Deletion of post will cause activity to change and it does not matter what rank you are in. Even l never find any legendary member deranking , But you can find deranked Hero Member profile below.

Here are three Legendries de-ranked at some point: Wolf0 (de-ranked to Member – was still legendary at least on November 2017), ak111in (de-ranked to Full Member – was still Legendary at least on November 2018) and stan.distortion (de-ranked to Sr. Member – was still legendary at least on November 2017).
