I think the sentiment for Bitcoin is quite bullish but for altcoin, it is not on general. 

I agree with that, but I think it needs more time and more increase for bitcoin for us to finally see a bullish altcoins.

There are still a lot of altcoin that is still on its low.  I think Altcoin is still in accumulation phase.  Those that are performing well is either being pumped hard or they actually delivers with what is written on their roadmap.

Altcoins will again rise and we know that, some are still doubtful whether it will perform or not but its really good to accumulate now.
It's unlikely that bitcoin will only have a good increase this year, at a certain time, for sure altcoins will have its own run this year.

I have some good altcoins with an active team, for example, XYO, NPXS, DROP, but they will fall this year. Of course, you can clarify some features of each project that affect the price. But the fact is that the prices to BTC and $ is decreasing.

Investors must have strong confidence, if we believe the coin or token is dropped then sell immediately even though the loss is a better thing than continue holding and not profit.

Altcoin will have a very good recovery this year and we should consider investing in altcoin right now because I believe that price increases will happen soon. I think that one can believe in the beginning of the bull market after confidently overcoming the 6K level. Until november 2018, this level was a support, now it is resistance. A breakout of this level will be a very good sign.

Which makes it the wrong time to invest in them now till their bottom price is known, I expect some other coin too to fall in price if bitcoin goes on bull run this year, they fall because it is the time that most investors sells their altcoins to buy bitcoin, and once the most alt investors dump the coin for BTC, they must surely drop so hard in price and that would be the chance for those that are yet to invest in Bitcoin to take advantage of that moment to invest.

Those projects you listed has been added to my list of product to research on because I am waiting to really get opportunities for these prices to fall so I can invest in some altcoins that I don’t have yet.

I have some doubts as for the close bull run. Suppose, we will see another short fall of the market. It will be not the deepest bloodbath, but I guess that Bitcoin as the "marker" of the cryptocurrencies can lose a lot in its price and touch 4.500 (maybe even less).

I believe that the market has recovered already for this year from around 3k at around February I think to around 5.5k at this moment but I don't think that this is a start of a new bull market. Bitcoin has managed its price to above 5k for the past week but I'm still waiting for a correction of it including altcoins and that is the time that I will accumulate more. I don't think this is a bull market right now.

On coinmarketcap, bitcoin price shows $5,575 and going $5,600 while in some other indicators it says $5,400. I'm not also thinking that this is a bull market that we can celebrate already, we're still far from reaching that but this has to go consistent and stable.

You should also list the lost from 2017, it is not possible much to know if the bull market has started. Predicting a start and an end of a bull market is the hardest thing.
