Well in first case, I don't think that's the individual achievement of ETH. Almost all of the coins are rising and many others have outperformed ETH in today's pump. There is only 4.76% jump in ETH price today, not so convincing data. ETH had been to $1150 in past, it is still 1/6th of ATH.
If you talking about second case then I don't think ETH can beat Bitcoin in the race to first position. Supply of ETH is approximately 5 times the supply of BTC. Hence ETH price needs to be at least more than 1/5th of BTC Price (which is $1136 currently) to be top slot coin.

Yes you can buy now eth. Because Eth price in now very low and bottom in btc pair. So it can make a pump any time when btc will take a rest. So I think need to buy eth now and hold for at last one month to get a profit from ETH.

Ethereum isn't trying to break and get through bitcoins throne like what other are doing so they remain to the bottom.
