How does cashback even apply to using a browser? That is the Chrome you are talking about, right?

Maybe she offers a cashback/discount on a specific website that he has the codes
like there is a website to buy a phone and has 1% cashback so by using her promo codes we will get 5% cashback. And the transaction maybe not bitcoin-related

The transaction fee may become insignificant in the future to be worried about.
I kind of like op idea. Stuff like that are better developed as side chain or dApp than on main chain.

Blockchain core ideals should remain unchanged. Every other deviations should be built as sidechain or dApp
