Can we really say that a project that have plagiarized whitepaper is automatically considered as scam project?

It's simple, if you are a thief then what we could get from you? Because you steal things from others so how are you a decent person? Same like with plagiarized whitepaper, if they can't create their own unique whitepaper then how do you expect good things from them? We can't say exactly scam before they skip with fund but personally I will not trust them with my fund and I will call them likely scammer.

Plagiarism been a grievous offense will definitely make whosoever that plagiarize; a possibility of be call a scammer, or in the case of a project, a scam project. This has been the more reasons why investors or bounty hunters must do due diligence around a project before embark on investment or participation. Never trust those projects with your funds for a return, be wise mate .
