I think IEO is better than ICO. I know some ico won't scam you, but most of them has abandoned their project after get listed on market. Or even they disappeared before their token listed on exchanger. IEO is better, almost the whole of IEO project will get listed in exchanger that did the public sale of their token.

IEO is just an upgrade of the ICO projects. in previously investors bought tokens from their website and keep the token with them until tokens list on the exchange or until them returns a good profit. Now in the IEOs skip the middle part in buying tokens in the website and listing in exchange and directly sell their tokens via exchange. so we can see here same procedure happens in ICO but with the upgrade. Scammers are way more smarter than you think these days. They come with a good looking ICO and it becomes hard to detect the scam, so, I would suggest using IEO although all of them are same shit.

The factor of exchange will affect the poin of view for each investors. At least to spend money on the exchange who has a credibility or who have a lot of users will make them comfortable because the exchange will not scamming them.

Because of the scam ICOs who had fooled many investors. ICO is becoming obsolete. In fact, there are ICOs that goes in IEO even they have done their Public Sale. The listing I will agree but the research thing I'm not sure if they will manage to do that, as long as the team can pay them they will sponsor the IEO process, the good thing is investors can quickly see the outcome they can sell the tokens that they've bought after the sale.
