I don't know about this project though, but most of us DYOR before trying anything in the market.  So you should do it yourself.

The TERA project looks like every other altcoin/token launch to me.Lots of promises of superfast transactions,a blockchain that uses Proof-of-work concept and the ability to create decentralized applications.
Crypto users aren't impressed by reading such promises anymore.

When you even can't find enough information about the project and their team I don't suggest anyone to invest on this project.If it is an ICO i don't think there will be any exceptions on this project from other ICOs.

I did not know about this project that you are saying (TERA)  and it is very new to me but you should search the Ann section of this forum as this is the place that I do fine good information about some coins and tokens.
