Over 12 threads on the first page of Meta have been about user bans.

Just as with the signature campaign threads littering the Services section, the Meta section too has been contaminated with a cesspool of spam.
This is not unique to the recent ban wave and will not be unique going forward. We have seen many threads appear over the years and I'm sure that long-time users will wonder the same things as I do:

Why is there no designated Ban Appeal sub-board?

If a user is banned for plagiarism, why aren't they linked the exact post in question?

How is ban evasion so prevalent and allowed to proliferate?
At the very least... the second one would stop the appeal threads of "I did nothing wrong" from appearing, saving us much-needed forum space for discussion about some more important things.

A clear indicator would be preferable. A sub-board would be even better.

In order to get the maximum amount of activity points possible, you just need to post once per day on average. Skipping days is OK as long as you maintain the average.

I have seen threads in which the banned user says they emailed the appeal email address and didn’t receive any response. This makes me believe appeals are ignored when they will not be granted.

Perhaps a better solution would be to give a response that the appeal has not been granted at this time when this is the case.

The answer was giving by moderator recently.

That's time consuming, there are hundreds of accounts that needs banning, and the mods have to click many times in the profile,the Ctrl+ A, C, V, Tab few times if we need to do that...

12 appeals is still less than 1% of recent bans.

We had very few appeals over the last couple of months but we still didn't really use Meta for anything of particularly exceptional value, just feeding some trolls and bitching about the usual stuff, so I don't believe that ban appeals are preventing us from discussing important things. It seems to me that creating a sub-board would just mean more work for moderators to police the new layout (move wrongly posted threads from Meta to the new board etc). Perhaps it could be better enforced by allowing banned accounts (without creating a new alt) to post in that sub-board and directing them to do so in the ban message. But I don't think that kind of change would be high on theymos' to-do list.

BTW you missed the golden opportunity to work "cunt" into the title.

I acquiesce: I have not seen that thread.

However, how about this? Keep "plagiarism" and "spam" aside. Set it to: "You were banned for plagiarism." or "You were banned for insubstantial posts, also known as spam."

I think it has been discussed previously but unfortunately we haven't seen any response from admin. I think 99.9% ban appeal is just worst of time. Not much response or solution from admin. It would be better if there is sub-board for ban appeal, so people's will not able to spam here. Adding reference on ban message about plagiarized post would reduce to created appeal or questionable thread. Perhaps banned user would know they they got ban exactly.

At least sub-board is appropriate for ban appeal since forum gave opportunity for appeal.

12 appeals is still less than 1% of recent bans.
It means that there are more coming Ban Appeals in Meta board next days for sure. You suggested locking Ban Appeals when proofs shown and appeals solved with proofs of plagiarsim (something like this), but this one will have delayed effects. It means we might have to see bunches of new Ban Appeals in Meta board till they solved and locked. Even when those Ban Appeals locked, they will still appear in first page of Meta boards several days later, and might only moved to second or third page after a few days

Oh yeah, I've seen it discussed at least once before, along with suggestions about a child board for merits and account recovery.  I don't think I ever saw Theymos respond, but I'm pretty sure hilariousandco did and those ideas obviously went nowhere. 

It's not a bad idea to have separate sections for topics like ban appeals and the like, and I don't think it would take any extra moderation since there wouldn't necessarily be an increase in the number of threads--it's just organizing them, really.  But I doubt the ban-a-thon is going to keep going at the pace it has, and the appeals will die off eventually.  It's the same thing that happens when changes are made to the merit system.

I support the suggestion to add new sub-board/ child-board for Ban Appeals.

It's another key point you found, as usual. Having sub-boards, or child-boards for specific things, like Ban Appeals or Account Recovery are good, not bad. However, they have two-sided effects:
- Positive: Help us (normal forum members & staffs & admin) easier to find what we want to see, that in turn help us saving more time. Additionally, it will help to build up cleaner forum. Cleaner means less messy overview on Meta board, like we have now. It is the same way we manage our folders in computers.
- Negative: Requires more sources (moderators) to moderate new sub-/ child-boards, whilst such things will die off over time. During my time in the forum last two years, with short-term effects of Merit system (its birthday, its demotion on Junior Member; Default Trust Change), even dramatical changes do not have long-lasting effects on thread-bursting.

Another thing that might help to keep it clean(er) - lock the "appeal" threads after the outcome has become obvious. For example:
The point should be consider is who should lock solved Ban Appeal threads?
I doubt that Ban Appeal creators mostly lock their threads, so it's better if Moderators lock it whenever proofs shown, and they see such threads by chance. It is not a default responsibility of moderators, but they should do it.

BTW the you-know-who has been quiet for a while so if we have any important matters to discuss in Meta now is the time. Ban appeals won't get in the way - I'm sure we all know how to check page 2 or 3 of Meta thread list, and banned users aren't usually interfering in other threads (could be reported for ban evasion if they did).

There is even a banned user whom banned 6 months ago, created ban appeal today or tomorrow (I read that ban appeal earlier today, but for now I have not remember where it is, and which name of that user). Maybe, when I see this ban appeal again, I will add it here for reference.
It means that there are abusements on ban appeals recent days. Months ago banned users come back to ask for grave-jump-out.
