What is "dust outputs"?
Basically, very small amount of bitcoins in the outputs or change.
Is there a minimum send amount(I was just trying a test transaction)?

How would I connect to a different server?
Go to the server tab of Network settings by clicking the connection icon (green circle), Disable "
Select server automatically".
Right click on any server in the list below and click "
Use a server" to select it.
"The server returned an error when broadcasting the transaction.
Consider trying to connect to a different server, or updating Electrum.
Transaction could not be broadcast due to dust outputs."
The first two lines of the error message usually displays when you're connected to the hacker's server but the last line indicates that there's a very small amount in the output which will be rejected by the nodes.
If the change is too small and you don't need to send an exact amount, use "
max" instead of indicating the amount when creating a test tx (
best with coin control).
