You are right. I too reported the post and it was unhandled. Not sure why the post was not deleted as the user is clearly spamming.

Advertising isn't against the forum rules. You could argue about the fact that he might break this forum rule:

As we all know that our community is too big and moderating a complete section isn't an easy task. Sometimes it can take some little more time than our expectation. I have seen this users posting activity and i hope necessary actions will be taken by a mod soon. you have done the report which was your responsibility i think and no let it on moderators hand for final action.

Anon, do you think that user is a bot?
The bot uses "new thread-created" notifications of altcoins board as the trigger to make that posts.

this is a falsehood. The same message repeated on all the posts, what are we talking about?
What benefit does the discussion bring?

Among other things, the website is also badly made

there are dozens of similar sites, if each of them post their ADVERTISEMENT we would have a spam-only form.
We need to remove that spammer, NOW !!!

Nice to hear that mods have done their job from their end and i have already suggested you earlier to be cool and wait for seeing the proper action against that user. Always we should keep it on mind that bitcointalk moderators are enough active to take proper action against any unusual activity. sometimes it can take extra time for having huge amount of workload. So its not a wise thing to be silly very early about this kinda reporting issues. Every single user of this should strongly believe that illegal activists have no place here and will be same in the future. All we can do just report instantly if find anything looks unusual or illegal.

It's not that easy case this one, what the guy is doing is adding the new ICOs to his ICO tracking/statistic website and inform the project manager about it.
If you see the links are all unique and leading to the actual projects.

I do not approve such behavior as everything can be done in PM communication, but based on the rules it's not 100% clear case of abuse.

As I said, I do not support such behavior, I would report it myself and I have done it many times before.
I've been reporting such shit like this for very long time, but some of my reports back in the day was either were left unhandled or marked as bad.
It's was the same as the homograph attacks. They posted mostly plagiarized content but based on the homographs itself was not possible to get those posts deleted.
For me it was a clear case of abuse, but not for the mods. The interpretation of what is spam and what is not can vary.

It's a grey area for sure, but I personally wouldn't have marked those reports as bad and chose to leave them. Contact theymos and maybe he'll expunge the bad reports from your stats if you're worried about it. Quote this message or thread if you do.

I agree it's a gray area, there's a little room for interpretation just because there are many scenarios. Here's the closest guideline we have regarding this:



22. Advertising (this includes mining pools, gambling services, exchanges, shops, etc.) in others threads' is no longer allowed, including, but not limited to, in altcoin announcement threads. [8]

Advertising spam is not allowed, this includes mining pools, gambling services, exchanges, shops, etc. Mining pool ops should make a thread within the Mining section of Alt Currencies. Most OP's already link to pools available so advertising your pool is unnecessary and leads to too much spam. Exchanges, shops, gambling sites, etc, should make a thread in the Marketplace section of Alt Currencies.

You know what, time for a slight policy change:

After consulting and discussing with BadBear, I've decided that it's time to let people discuss a bit more freely about services. Although BadBear's earlier posts hinted that service posts are a "no go" on most cases, after contacting him a couple of days ago, I believe he has changed his thinking, possibly due to the community's opinion and suggestions (told you it would help Grin).

As per this shift, the following type of posts are now allowed in coin threads:

  • Posts about block explorers. ("Here is a new block explorer for this coin" type posts)
  • If a service comes up in a disussion and directly related to the coin, it's allowed
  • "We're up" messages for pools (if it's only once per thread)
  • "This exchange added coin" type posts for exchanges (again, if it's only once per thread)

However, said rules only apply to those posts that ARE NOT large, distracting with images, or markup codes (lots of bold and colors) and other traits of an advertisement. If a post is considered an advertisement will be determined on case by case basis.

Post your suggestions and opinions regarding this rule and how it should be improved and it might get implemented.

I understand this affected your report accuracy (guess you reported each and every post), I personally wouldn't worry too much about it (though you're free to contact theymos about it)
theymos did talk about in the past about the accuracy percentage but from a quick search only found a post from hilariousandco about this:

I think theymos and other mods have stated 70% accuracy is still considered very good.
