Defacement of Currency

Defacement of currency is a violation of Title 18, Section 333 of the United States Code. Under this provision, currency defacement is generally defined as follows: Whoever mutilates, cuts, disfigures, perforates, unites or cements together, or does any other thing to any bank bill, draft, note, or other evidence of debt issued by any national banking association, Federal Reserve Bank, or Federal Reserve System, with intent to render such item(s) unfit to be reissued, shall be fined under this title or imprisoned not more than six months, or both.

In the video he defaces the government $cam $lavery blood money.

Will he be jailed?

Like I agree with him, I would wipe my ass with those bills if I was in America, but I am in Canada our money is made out of plastic I can`t even get a good wipe with them.

I guess if I was him, I would just claim it was a fake bill.
There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.
