how many ICOs here at this forum turned out to be scams? more than you can imagine , it is not easy to catch the scammers and the best thing is just to avoid investing in any projects you have doubts about usually risky means borderline scam and if the offer/ico sounds too good to be true it usually is
Right now, people are not anymore expressing trust and confidence with projects under the ICO platform and that is why many are into STOs and of course the getting popular IEOs which can help minimize scams though still not a guarantee that they will not be. On our part, we should always due our due diligence. What the market really lacks is the presence of good rating agencies...most of what we have right now can be paid of what to publish.

so far Crypto market has been very profitable source of income for scammers without been caught for example,in 2015 and 2016 we saw many ravenue share sites such as(TAT) The Ads Team,My 24 hour income and(MPA) and (MPCA) My Paying Ads appeared and their owners scammed million of dollars and they disappeared without being arrested and in 2017 and 2018 new fake ico"s came again they made people fool .at least there should be a law to return the people money . it is not impossible to arrest these criminals ,all these scammers have social media profile they can be punished easily.
I don't know why you put one of the options " be free to scam people" in your poll, of course, nobody wants people to scammers to scam people, this is not good and ruin the whole business, which is happening now, best thing to do right now just concentrates on coins that are already in the market and leave ICO to die on its own.

Actually if you want to do it and there is an intention to take legal action, it can be done. but we know that there are still many countries that do not recognize crypto regulation in their country, so there will certainly be some difficulties in taking legal action for these scammers. maybe there are other ways that can make it easier wherever they are so they can be punished.

As they say no risk then no reward or no pain no gain and with Anabolic Androgenic Steroid Use "Side-Effects are something you just have to deal with (intelligently) or not use them.) with Cryptocurrency.
I think my saaying for Cryptocurrency is if you don't like the Wild-Wild WEST! Than get the f off the Frontier BOY! LOL! You feel Me all or am I the only thinking that this is a very new type of Payment method still planting it's Seeds into the Wallets and Pockets of the GLOBAL ENTIRE world's community so just like any new thing such plastic or COMPUTERS which develop fast so why wouldn't the Software on Computer not grow even faster. It's inevitable something would happen I think we will start to see SCUMBAGS like this becoming arrested in the next half a decade maybe sooner who knows things move fast when it comes.
I mean especially if Bitcoin keeps getting more popular and used for more things just like the Tor Network Browser is being under more scrutiny because of it hiding Illegal and Legal activities the same will happen with Bitcoin since more people are using and more Illegal activities are happening so it might spark a change.

Tor browser is not really popular and its usage is merely for hiding your identity and for diving the deepweb . Cyber criminals oftenly use this while other common people doesnt have an interest with it but with bitcoin and other cryptos , they are different because they are a currency and they arent meant for illegal use but its only up to the user if what use he prefer with his coins . Cryptos are not also totally anonymous so scammers will get easily caught up if they try to

It's not about making legislation to prohibit these activities - these are already in place in most jurisdictions around the world. It's about the enforceability of such legislation and statutes. The examples that you provide are pretty much all cons that pose as some sort of legitimate passive income scheme, which makes it difficult for regulatory bodies to clearly assess what their true intentions are, especially when they are paying at first. I certainly remember how many people were shilling for Trafficmonsoon, MAP, etc. back then. Also, the fact that they operate internationally makes it even harder to track down, sometimes with the owner's location unknown. So even if there is some form of legal repercussion, it usually is delayed, and there is nothing we can do. All you can do is avoid them yourself by just using a bit of common sense.

As much as we want to see them rot in jail there is too much people involve. Since they are internet scammers then chances are the victims are living on a different country where the scammers are making the legal jurisdiction a mess. I don't know how's the procedure on internet frauds but involving other jurisdictions with afew victims seems to be not so important to the. Especially when they are other more high cases to be prioritize. I would rather want to see us prepare more on prevention rather than focusing on catching them one by one.

While most states will not register and verify the ICO team, as well as regulate the overall activities of the ICO, it will be very difficult to identify the identity of the ICO fraudsters and to effectively search and arrest them. In order to track and document criminal activity on the Internet in the whole world, coordination of the actions of law enforcement agencies within an international body such as Interpol is necessary. The efforts of individual states here will be ineffective.
You are right, states do not care though some do and only individuals like us are exerting effort in finding out the true identities of people behind projects we are interested in and even if we found out they are not real and are proven to be scammers, there is not much actions coming from the state to punish these perpetrators.

I think very few countries have outlawed crypto related ventures, so you don't expect those we have warned users not to enter into such enterprise to go after them scammers. Also, those who have not made any law about it would also be quiet. I'm also a survival of these scammers.

Of course it is good to punish these thieves but the problem is they won't stop of doing it so i think we should be the one to avoid them by being intelligent enough to not to be fall for these fake projects and to create a strong punishment like death penalty to the thieves.

We already have hundreds of that in the scam section and surprisingly many more coming in, scamming people, our only option is to stop investing in ICO, there's no guaranty in ICO anymore you'll have to wait 6 to one year to find out if the ICO that you've invested is really profitable in the market.

If we refuse to invest in ICO, scammers will attack the exchanges, our wallets, accounts, and so on. Therefore, not investing in ICO projects is not an option. With fraudsters need to fight, and not try to get away from them. We ourselves can not effectively deal with them. This should be done by state authorities of all states that legalize cryptocurrency. Over time, this will be so.

It's easier to try to avoid not falling into the cheater's trap compared to your desire to create maximum punishment such as the death penalty for thieves. we know a lot of fake project projects popping up and not completing as promised, but the difficulty is usually these fraudsters are hard to track or if traced indeed from countries where the law for crypto is unclear.
