I think that limiting the max number of characters that can be inside a quote could solve much better the problem.
Hmmm, it might raise problems for some topics in Mining and P&D when people post a lot of code, settings and stuff like that.
Code has a different tag than quote. They can be easily differentiated.
It can be done by limiting the consecutive numbers of opened quote code > [ q u o t e]
Sometimes it makes sense to quote a quote, else a part of the discussion may become hard to follow.
So it's hard to fine tune and take the proper decision. Or maybe I'm just overthinking it

If they are mobile users, I can even understand the lack of interest. Selecting and deleting big chunks of text on a small touch screen is painstaking work.
I avoid as much as possible quoting on mobile. There's more than 50% chance to open or close it badly in the first attempt.
