You probably cannot do it. Its called doxing (publication of private data) and its forbidden almost everywhere.
More on this, this data provided to you is probably fake and all you can do is to refund yourself through paypal and report this user through meta forum for scam.

Is the scammer from here?  If so, I think the best you can do is to give the scammer a Negative Trust point through his profile. Beyond that? I don't think there's nothing you can do.

Just leave a negative feedback to his profile trust page with references , with this you can warn others that guy is a scammer
