I am looking for someone to do some digging on a domain owner or maybe some ethical hacking to get me in touch with him if possible.
I suspect he lives in the Ukraine or Russia by the language used on landing pages that have been connected but,
iv kinda hit a wall he stopped using the domain 3 years ago and went dark.

Any help or advice would be much appreciated.

You can look up contact information on https://whois.icann.org

You can look at the website for the domain if one exists and look for a 'contact' page

You can email 'admin@[domain]' and he will receive your email if he has a mailserver setup and monitors that email

did he scammed u in anyway?, maybe he is dead by now (its a possibility), the domain info can be incorrect too, the odds are against you, and even if you find him or them  could be risk for your integrity.

Yea I did that but got nothing, I even hired a domain agent to help me contact him and buy it back twice but got no response.
The past websites he had connected with the domain include some type of weird child porn stories, black market pharmaceuticals, and pirated warez. I thought about reporting the domain to Enom where it is registered with but I doubt they will do anything because that was at least 3 years ago.

If the current domain is involved in anything like what you described, I think the registrar would want to know, even if it is from a long time ago.

Limited in number. Limitless in potential.

You can look up the website's whois info by searching it here https://whois.icann.org you can see the registrar (hosting server) of that domain. Once you get that info you can ask the registrar, but most likely they don't give such contact details of their clients without good reasoning, so it's up to your explanation to them.
