I'm interested in exchanges that let you sell your BTC to Skrill or PayPal without the need of going through KYC verification.

The only exchange that I found to be reliable so far is Paybis.com but according to their TOS, it's possible that they'll ask you for documents at a certain point.

I doubt you will find one with Paypal. As for Skrill, I suppose you already know or hear about tanscoin? If not, then take a look at it, there is a KYC but they call it "simple kyc". Which make me think the user just needs to fill his name and DOB but not to send a document
(haven't tested them personally)

This is a thing of the past, unfortunately due to the growing regulations and scopes of AML/KYC. Every 'no KYC' exchange I knew slowly shifted into complying due to the restrictions imposed by law enforcement and regulations, else they'd be shut down. There are a few existing out there in the wild but once you reached a certain limit/amount of trades, you will be asked to submit documents thereafter should you wish to continue trading with them. There were local exchanges that I have tried that seemed to do the job but the amount limit is ridiculously low ($40).

This is a thing of the past, unfortunately due to the growing regulations and scopes of AML/KYC. Every 'no KYC' exchange I knew slowly shifted into complying due to the restrictions imposed by law enforcement and regulations, else they'd be shut down. There are a few existing out there in the wild but once you reached a certain limit/amount of trades, you will be asked to submit documents thereafter should you wish to continue trading with them. There were local exchanges that I have tried that seemed to do the job but the amount limit is ridiculously low ($40).

A thing of the past? He's talking about an exchange and so a company. Companies have been RARELY involved with Paypal and cryptos. I don't even remember to see one honestly
Which company would risk losing his business account knowing Paypal doesn't allow digital currency sales
This has nothing to do with AML/KYC

You'd likely find more options by doing OTC trades here instead of looking for exchanges.

IIRC, sapta, one of Indonesian mods, has done various PayPal-BTC deals in the past. You might want to contact him if you want to buy/sell BTC for PayPal, though I'm not sure if he still do that. Just saying if you're looking for trusted users.

The problem I'm facing is not on finding someone to trade with, but the time the process could take. Most of them, I don't find anyone online, and when I do, they take time to respond. I rather use a service sometimes even If it means paying some fees because it's much faster.

Take a look on bestchange.com - they have a fairly comprehensive list.

If your expectation is that there is no chance they'll ask you for verification, though, realistically I doubt that you'll find any service that does so. Pretty much all exchangers that I've came across, including p2p platforms, have clauses in their ToS that allow them to ask for verification if they have reason to suspect fraud or whatnot.

You will find a ton of buyers for your BTC on LBC/paxful as well without any verification, though, the reliability of funds can be questionable. I've also dealt with sardasa on the forum previously with selling BTC for their skrill multiple times, without any issues.
