Have you tried to use some IP scanner like angry IP or IP reporter from bitmain?
You can't access the miner if you enter a wrong IP you scan the correct IP first using angry ip or IP reporter.

If you can't find the IP do a hard reset.

You can follow the guide from here How to reset miner to factory settings
Please ignore the 2nd method from the guide.

Then scan the IP again after reboot.

If you can't still find the IP of the miner there's something wrong about the program after you flash the miner with SD card.

Both LEDs red and green should be blinking after program fully loaded.

Check this video as reference https://www.youtube.com/watch?v=C-c5BJm4lbI

Also, check the ethernet socket and make sure it's clean then replace a working ethernet cable.

This is probably a network related issue, there is a lot of troubleshooting to it, here is a guide https://bitcointalk.org/index.php?topic=5094311.0 just follow the guide from A to Z , your issue could be anywhere there.

also there is a good chance that the reset failed, so try all different ways of hard resting the miner, if everything fails then you will need to flash it using an SDcard, if that fails too, then you will probably need a new control board.
