Here are the "certain criteria":
1) User has at least three bitcointalk accounts, one of which was started before the dogecoin was launched
2) User has never put hashpower toward dogecoin
3) User can read/write Engrish
4) User has a valid passport
5) User has won at least one game of Monopoly in his/her life
6) User has lost bitcoin in one or more of the silkroad scandals
7) User is willing to accept the fact that this coin will be dumped at the first exchange and they may lose their house.
