Yes, it is PHP-Based. You can host this on shared hosting or VPS. PHP Requirements are 5.5+ and GMP extension.

Not really, this is considered like a raffle. Players are able to buy lottery tickets for X for each ticket. At the end of the round, a winner will be drawn amongst all tickets in the pot.
Of course, you might need to remove the pot prize at the beginning, but later, this can be raised, though.
