Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

To understand the Hong Kong situation, you need to go back in History a bit. Britain forced opium onto the Chinese people, and as a result of this China rebelled, and this started the opium wars, which China lost. As a result of this, Britain claimed Honk Kong on a long lease. When HK was handed back to China, much of the old UK based legal and political structure was retained, but with emphasis on the protection of property, and a lack of democracy. The new extradition laws don't seem to be particularly draconian, and seem to refer to extraditions to countries that do not have a current agreement with HK, and are to be evaluated on a case by case basis.  It would appear that the protests are being funded by the CIA as part of the campaign to vilify China in the eyes of the world. Of course there are various versions of the "truth" being reported, and it will be interesting to see how much of the actions by Washington and the City of London are revealed over the next few months.

I am well aware of the history. You are delusional. CIA or not, claiming Chinese laws don't qualify as "draconian" is absolutely retarded. Allowing extradition from Hong Kong would make every Hong Kong citizen subject to all Chinese laws. These people want to be free from being put in Chinese internment camps for political crimes. It seems more likely the protests were staged by China in order to justify their crack down on the protests. China has plenty of internal conflict without the CIA needing to be involved.

Hong Kong has a dual legal system, mostly common law, with the jury for adjudication, if desired by the accused, just like Great Britain.

The People's Republic of China has in its law, the law that Hong Kong is its own legal system:
Under the principle of ‘one country, two systems’, Hong Kong has its own legal system, distinct from the Law of the People's Republic of China, and based on the combination of English common law (developed in local cases) and local legislation codified in the Laws of Hong Kong. Hong Kong has a common law system, whereas the PRC has a civil law system with socialist roots. Only a small number of PRC laws apply in Hong Kong by virtue of stipulations in Article 18 and Annex III of the Basic Law.[1] The separation of the Hong Kong legal system from the PRC is guaranteed constitutionally until at least 2047.

The Hong Kong judiciary has had a longstanding reputation for fairness and was rated as the best judicial system in Asia by one survey in 2008.

You are right. No need any interference from CIA in those protests. Though being freed from China since 1997, Hongkong never really seemed like a part of China due to the difference in legal system, culture and GDP per capita. To connect Hongkong with mainland, China has spent 10 years to built HZMB: Hong Kong–Zhuhai–Macau Bridge, the world's bridge-cum-tunnel sea crossing:

The Hong Kong–Zhuhai–Macau Bridge (HZMB), officially the Hong Kong–Zhuhai–Macao Bridge, is a 55-kilometre (34 mi) bridge–tunnel system consisting of a series of three cable-stayed bridges, an undersea tunnel, and four artificial islands. It is both the longest sea crossing[5][6] and the longest open-sea fixed link on earth. The HZMB spans the Lingding and Jiuzhou channels, connecting Hong Kong, Macau, and Zhuhai—three major cities on the Pearl River Delta.[7][8]

The HZMB is the geographical connection between China mainland and Hongkong. And the extradition law will be the beginning of legal connection. If this law was approved, it would pave the way for many more laws to be prevail on this special administrative region, including the fierce social credit system. Under mainland's strict surveillance, there would be no protests in Hongkong anymore, if yes, it'd be another Tiananmen Square tragedy. Clearly Hongkong citizens have already been well aware of how Beijing government treats Inner Mongolia, Xizang or Xinjiang autonomous zones and don't want it happen on them.

However, Hongkong is not Taiwan. Protests won't help them fight against China mainland. Sooner or later, in one way or another, Beijing will have it in hands.

HKers don't even need convincing to protest. They can clearly see what they "extradition" law meant for them. And this is not the first time they've protested against what they see as the Mainland's attempt to erode whatever is left of their political freedom.

China is attempting to force extradition on the people in Hong Kong to further force their hand in the government there. They're trying to blur the line between the whole 'two government system' This would be the first step, so thank god it has received backlash and is DEAD.
