Its a good time to invest since price of all coins and tokens are low but as for bounty projects its really not a good time because there is assurance that price will dump but few new good projects keep showing up that is why i can't stop hunting

I have not seen anything volatile and good for the alts now. just as bitcoin is falling more than alts, bitcoin dominance goes down but the value of alts doesn't increase significantly.
I think we still need to wait a long time for the market to grow strongly. I think it will be 2020 or 2021.

I have to disagree with this you can promote bounty at any time and you must necessarily have to wait for altcoin season. Point of notice Altcoin season might not come any time soon because btc dominance is still vwry high,  this does not mean that some altcoin are doing doing incredibly well. So promoting any bounty is largely dependent on the capacity of the project to fund the bounty adequately and pay as at when due,  some project are not paying their bounty hunters now not because of altcoin season but because they dont have much funds to finance it, so whether Altcoin season or not every time is a good time to promote bounty as long as the project have the funds to pay bounty hunters

While not a bad idea there is a problem with it, can you see it? You have no way to know when the altcoin season is going to appear, then you only have two options, to wait until the altcoin season starts and try to get as many bounties as possible during that time knowing full well that an altcoin season only lasts for a few months and that you may be unable to profit at all from it, or you could choose to keep trying to get as many bounties as possible even if you do not know when the altcoin season will start.

This has the advantage that you will get a lot of coins precisely when they have the highest chance of growing up in value in the exchange but it has the disadvantage that you will probably work for years without any significant pay.

They do not want to recognize that the market has changed, they cannot really admit that they missed one of the greatest opportunities that they had of making a lot of money in a short amount of time during 2017 and that many of them did not took advantage of it, so they want a repetition of what happened back then to happen now so they can take advantage of the opportunity.
