Are you sure you are selecting the signature file (ending with .asc) and not the Electrum executable (.exe)?

Also, make sure both files are in the same folder.

It worth mentioning that some browsers save that file as *.asc.txt and the user may have to correct it by hand. And for that Windoze Explorer has to be set to properly show the file extensions or another file manager has to be used.

The error that I was making is not to download the wallet file but just download the signature file and try to verify it.
So download the wallet and signature file *in the same folder* and try again.
If you do it correctly you will succeed.
