You got failed card most likely. I had 2 XFX cards from Amazon and one was giving that error on different mobos and drivers, so I ended up with RMA.

linux yes. You should be able to use the ATI pixel patcher. I have two cards that i modded then flashed back to stock - I still have to use the patcher to get past error 43 in windows.

Error code 43 is when a device is failing or when Windows is not recognizing the card. You should try it in another motherboard if you have time or in a different OS like Linux which is famous for recognizing all kind of hardware new and old out of the box without you doing much from your side.

You should do that.I had a problem on a mining motherboard with Rx580 with Windows as it was limited to 12 cards and once I put 13 cards on HiveOS it worked out of the box and started mining directly without doing much configuration, just changing your wallet address.

I have a similar situation with one of radeon 7.
After 3 mounts of use, I get error 43 code, win 10 x64, motherboard H110.
also tried to start with other motherboard Asrock 970 pro3, but all same- error 43
Now RMA in process.

Then either the BIOS is not suitable for your map, or you have incorrectly flashed the map, so the chip can not be read
