No. AFAIK, all it can happen is the IP getting "blacklisted" with evil units (fee necessary to register). This means that:

More bans in a range of IPs = higher fees a new user will have to pay to register.

Existent users will not get impacted unless in very specific cases (e.g a massive amount of spammy accounts getting banned).

Yes, once you are permanently banned, it means you are not supposed to create a new account and start over, it will get banned too.
There is no second chance once you are permanently banned especially when you have totally contributed nothing to the forum.

The problem is that the first account I was permanently banned without getting an explanation and reasons, I did not insult anyone, there was no plagiarism, I just left the necessary reports for the bounty campaign. I think this is not fair, someone just had a mood?

No, i don't think so.
Newly created accounts of ban evaders are usually banned once again when they exhibit certain characters of previously banned accounts such the one pointed out for OP's case.
IP addresses change from time and again so chances of one creating a new account from the same IP address as that of their old account are very rare IMO.

However, what I know is that, if an account is created using a blacklisted IP address or evil IP address, one will receive the warning right away on their first log in after registering, and they won't be able to post unless they pay some small fee in BTC.

Your account was locked for bumping "free $25 casino deposit before withdraw shit announcements" ... last 9 pages full of bumps exclusively on these type of scam ann.
You wanted a reason and now you have 2:
A. Ban evasion (as Xal0lex said)
B. Spam (even worse, scam spam)

You can argue that somehow you got hacked, but if it would be true I guess you would have more things to worry about (email login, exchange login, wallet keys etc.) I am not joking! please reinstall Windows again and change all passwords, secure your crypto etc. And even if you are right, unfortunately we go back to the ban evasion issue. Sorry mate but things don't look too good

I am dead serious when I say this: If you really did not spam intentionally you are 99% infected with virus/trojan and many accounts (email, exchange, wallet etc.) most likely are compromised so please take all necessary actions !!!

Regarding the appeal, it doesn’t bother me anymore. I realized that to achieve justice here is useless. I received a ban on the main account (Aleczar) for “just like that” and I can’t get an appeal to the ban for the past year. The reason for a ban is a ban for insults or plagiarism. I did not insult anyone, I just perform bounty campaigns. I did not plagiarize anyone’s article, I didn’t create a topic except for one where i complained about the poor performance of bounty managers, can this be considered plagiarism or criticism of their work is considered an insult?
