You can find some free unpolished code just by googling dice script, it's written in PHP and hosted on GitHub. Be very careful of who is selling ready dice scripts as auditing code can be tricky.

I don't know developers who will dedicately work for you but maybe you'll find good ones on envato, contact them and try to get them involved in your dice developers team or just make them to built script for you.
On another hand, if you want finished scripts, there is one great website for that: overfeat.com <-- Really amazing scripts, also I know at least two website with ANN thread here already use their script.
