ETH's blocking time is less than 30 seconds, even neo which created as a eth killer is better than eth in this matter.

Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.

Hello what are some non mainstream altcoins with a fast block time? Preferably under 30 seconds and cheap. Please list here.
Definitely, XLM and XRP. Litecoin confirmations are also faster than Bitcoin blockchain, just for a case, I reminded. Digibyte also can be a good alternative for fastest transfers.

It takes time to compare the blockchain speeds one by one.
Ripple can handle up to 1,500 transactions per second but some new projects claim that their blockchain is faster. The Ripple team informs us about 50,000 tps which takes approximately 4 seconds to confirm.
Bitcoin Cash -  61 tps for 60 minutes to confirm.
IOTA may handle 1500 tps and 2 minutes to confirm.

Is it altcoins outside top 50 or top 100 per CMC?

There are some coins that have very fast transaction speed like Nano, Stellar, LTC, XRP and much more.  But if you are asking about non mainstream coins, take a look at Ternio and Traxion. They are not so far with their development but they assure that their TPS is going to be around 100k per second.

Wow so much feedback, right Fedora Gold has a fast block time and fairly cheap I didn't know it was a complete scam, non mainstream meaning outside top 100 and not well known coins, also transactions per second how about The Freedom Coin any news on that? Will check out Traxion

One of the famous one is ripple, it is very fast, it is on the most exchanges and the tx cost is very low.

Although I can not completely list, I know that ETH, NEO, EOS and NANO are fast ones in this regard.
