If your country allows withdrawals from Bitfinex, then you can send over your PAX there and trade it for USD, then withdraw it to your bank.

If not, here's what I suggest you do:

1. Send over your PAX to Binance
2. Exchange your PAX to BTC
3. Send the BTC over from Binance to an exchange whereas you're allowed to do bank withdrawals
4. Sell the BTC for the fiat pair
5. Withdraw to bank

Where are you finding the only pax to bank transfer exchange? you need to find out where to accept crypto for bank transfer. Anyway, I don't know really where from you so I don't suggest any site for you because bank transfer will not be supported by all country in the world.

Is Paxos (the issuer of PAX) available in your country? You could check their terms or shoot them an email and find out: help@paxos.com

They allow you to redeem PAX for USD, which you can wire to your bank account:

PAX now have 90 exchange platform where anyone can trade it with different platform and here is the list of them
https://www.paxos.com/pax-ecosystem/ I know some of them are accepting bank transfer I just don't know

You can buy with usdt, bitcoin or other currencies and transfer them to binance or pax support exchange. Then trade them and when you want to sell, it's the same. Think of PAX as other altcoin and do the same thing

At Binance, you can do everything you need. as I understand it, even withdraw to a bank account.

Its not possible to exchange PAX directly into the bank accounts .It's also depend where are you located from and is there any crypto to bank transfer way .If it is then you can transfer to supported crypto and withdraw it from the bank .

I do wonder now, do you consider using PAX or actually have PAX that you want to cash out?

USDT can only be sold to Bitfinex for fiat, but I wouldn't trust that exchange. Too much shady shit going on there.

If you're looking for a legitimate stablecoin that can be sold to a legitimate exchange, then go for USDC and Coinbase. I am however not sure if you can sell it to Euros since you are from Belgium. In that regard, you have to take an extra conversion step to end up with Euros. Not the most convenient option but it does the job at relatively low cost.

Why you didn't use the money instead to buy BTC in the first place? So where's your PAX now?

Well nevermind, not sure what's your criteria about being a "low rate" but you can consider Binance. From there, just do the normal way of deposit and withdraw (deposit PAX then trade to BTC).

Now that you have the BTC, did you have some crypto local exchanges there? It's way better to deal with those as long as they are reputable. They are more bank-friendly compare to exchanges outside your country and maybe they have another convenient way to cash-out your funds that will not involve withdrawing it to your bank account. You can also check Localbitcoins.

Another option is Coinbase if they supported the feature of selling BTC to them in your country.
