Hunger and homelessness are caused primarily by systemic issues such as lack of a functional free market, not because people are hoarding wealth. Just throwing resources in their direction will do little to nothing; you need to figure out the systemic issues and work to remove them.

Due to this, nobody has an incentive to do more than the absolute minimum. Infrastructure never gets built, and if outsiders build it for them, it's never improved upon.
