Yes, those are fine for PCIe 2.0. I've used similar ones in one of my own rigs.

The other thing about riser cables is that apparently you're not supposed to have the total length of the PCIe signal lines longer than 19cm, which means no joining two riser cables together. I haven't tried, though.
