This decision wasn't an easy one for CoinPayments as we firmly believe that cryptocurrencies and blockchain are key for the global reach of marginalized countries. We remain extremely thankful for your patronage and support.
Sincerely,

So not good to use coinpayments today. If you are selling to any countries listed above.
If you want to use a payment processor to accept bitcoin I suggest you try to BTCpay server self-hosted is always better.
Other alternatives "Self-Hosted & Hosted Payment Processors" are listed from here
https://github.com/alexk111/awesome-bitcoin-payment-processorsI have seen these limitations. I think it is because of the USA limiting business with these countries. I guess when you accept payments in crypto you have be clear about these kind of things and of course not to sell to Iran for example. Coinpayments.net are not Huawai and certainly don't want to be banned or blacklisted because they bypass some USA freaking sanctions.
That's my reading of this part of their customer's agreement.
You could also mention the "As IS" clause that pretty much say that they will not cover your loss in any case and you are using their service without any protection. It is a mandatory clause in these kind of contract too.
For sure the self hosted wallet option is the most private but it is also not the best one for people who are new to crypto.
