Lately I have often seen discussion topics at the global or local bitcointalk forums often having the same discussion.

Personally, I'm quite proud of the bitcointalk forum, and especially the local and spirit of the bitcointalk forum activity.
Which all members know in the Bitcointalk forum there are several trusted moderators (or Mods) in helping members who need help, but also to ensure that global and local forums are fun to visit for each member in each country.

for example:
1. Arabic
2. Indonesia
3. Spanish
4. Chinese
5. india
6. Russian
7. Hebrew
8. Korean
9. Pilipinas
10. Francais

But when members visit the global and local bitcointalk forums it is certain that the general rules of behavior are treated as generally, there are some global and local forum rules that also apply in maintaining friendly spirit in this forum.
Some global and local discussion forums have additional special rules, and that can always be seen in sticky topics in relevant global / local forums.
For this reason the Moderator has the authority to issue forum prohibitions and warnings as a way of enforcing existing rules.
(Administrator) also has moderation rights, and in handling gross violations,
Please remember that every member is prohibited even if you have a Supporter, you cannot escape from the ban, meaning your Supporters cannot return you in this case.
In decisions coming from the Moderator/Administrator can be appealed to, in each decision can not be contested. What is very important to note is that the status of the prohibition in the appeal process can increase or decrease after all final decisions have been taken.

The core of the topic and purpose are:
When starting discussions / topics do not touch with factors that smell SARA.
For that when starting to create a new discussion topic, it is better to see a discussion topic that already exists or not, you did not create a new discussion topic in the same response column. All members can see on Google about the categories available for discussion topics that you want to discuss or not.
For that it is highly preferred to discuss in a mature manner, to respect each other and not attack individuals. In the difference of opinion it's a natural thing. Use the global/local bitcointalk forum as a discourse of knowledge and insight. you should avoid dubious information or negative factors, etc.

Off-topic replies have become a big problem. From now on, I will be deleting such replies without notice, forum-wide. If your replies disappear, this is probably why.

All replies must respond to the topic's original post in some way, even if they are replying to an on-topic reply. If your reply has nothing to do with the topic post, either add some content that is relevant or create a new topic.

Please report off-topic posts as soon as you see them.

Who need to remember anything can be discussed and debated on the bitcointalk forum, as long as it complies with the rules.

I can only suggest that you should make a little effort to look at the old archives before starting a new discussion topic, so that you avoid with the same post. for that if indeed what you want discussed or asked is not there, please create a discussion topic that you want to discuss.
If that information is outdated, and you want to ask a more the current stance on the topic then that's usually fine. As long as its bringing some sort of constructive discussion, and not just repeating what has been said before its fine to have duplicate threads as long as they are fairly spread apart, and not ongoing discussion at the same time.

No matter how many users provide answers to a question, as long as they don't go copying and pasting the replies of others, it's impossible for them to use exactly the same words.

As long as its not the same generic topics or threads, for example "How to earn bitcoin".As long as the thread presents a new idea, maybe not totally different from an earlier one, but it's a little bit novel, then it's no problem at all.
A thousand people can ask a question or make a topic on a general subject, but each of them can actually be requesting to know on a particular area or segment of that subject or making their own contributions(through topics)on it.

It would only be in vain if the thread presents no new discussion. A lot of people don't like replying on older threads when the discussion is outdated, and because most substantial users here will read from the first page on wards to catch up with the discussion older threads can sometimes be problematic if that information is now outdated. For example, there's numerous threads over in the speculation section which are repeating topics from several years ago, but because of the ongoing nature of the value, and price of Bitcoin ongoing discussion is going to happen. Sure, we don't need several guides on how the trust system, because one guide is enough, but not everything is black, and white when repeating topics occur.

probably only a few understand SARA, it is an acronym in Indonesian language
SARA stands for Suku, Agama, Ras dan Antar golongan
in English: ethnicity, religion, race, and inter-group relations
I think the equivalent term in English is Hate speech

You do run the risk of interpretation of the moderator who handles that report. For me, if new information has been given, and there's an interesting discussion to be had I personally don't mind necrobumps. However, most of the time its better to create a new thread. Not many users get reported for necrobumping with useful information to the thread.

All the "leet" and birthday cake threads in Meta come to mind. "Always search before creating a topic" would be a simple tip. If any information is obfuscated due to inexact keywords then it doesn't matter as much. Propagating the forum with more keywords in similar topics means that eventually (if a question is sufficiently answered) there will be no need to create a new thread for the topic. Smiley



Somewhat off-topic:

I've reported a lot of Mycro participants, to the point where I've opened YOSHIE's profile repeatedly expecting to find horrible posts. It's a pleasant surprise and shows that the altcoin sections and 'bounty hunters' can still breathe life into conversation, provided the users aren't blasting away at keys talking about bitcoin going to $N if it reaches $M.

Just like you put the signature "ChipMixer".
You didn't quite get what the word 'bounty hunter" meant in that reply, there are two different types of users with signatures on, those who simply wear a signature just for the rewards attached to it, this sort of people would post on a 13th page thread in the altcoin discussion, they would contribute nothing to discussions and spam the forum just to reach maximum posts.
But the other type simply take their signatures as added bonus or incentive for being a member of this great forum, contributing to the growth of the forum, no doubt, with quality posts and replies, they do not take their signatures as a job.
The former was what @actmyname was actually referring to.
