How sure are you that this was the reason for the ban? Can you share to us the message he got? please understand, because he does not have much knowledge about the rules in the bitcointalk forum
A full member is not necessarily someone who does not know the rules.

It's everyone's responsibility to know the basic rules before posting on the forum. However, what was your friend banned for exactly? If its posting in the wrong section, then they wouldn't be banned for that. If its a permanent ban I would wager that its for plagiarism.
All your friend can do is email the email included in the ban message if there is one to appeal the account. That's the only possible way the account will be unbanned.

Plagiarism: The blockchain-based decentralized internet browser, Brave, can now enable Twitter users to tip content creators with the original Basic Attention Token (BAT).
Brave discussed the public launch of the token tip service on the August 1 announcement, where users were reported to be able to determine the amount they wanted to tip into a particular Twitter account, and the recipient would receive their tip in the form of a BAT token directly.
This announcement also includes a number of features related to tipping services, including preparing routine recurring tips and a mechanism for Tweeting to tip makers to tell them how to claim their donations.
Brave began testing his Twitter tip service in May on testing and developing a browser version called Brave Nightly.
As detailed in the announcement, this new feature comes as an offer in a new browser through Brave Rewards. Users who have chosen Brave Rewards will now see tip options on Twitter posts when viewing Twitter through their Brave desktop browser. Brave Rewards also supports tipping on YouTube and Twitch, and according to reports will come to Reddit, GitHub, and Vimeo.

Didn't look further into the other lines. But 'your friend' won't get his account back. Plain stupid plagiarism.
And since third time's the charm, another one: Plagiarism: Arax, a fintech and blockchain startup in Singapore has joined COSS, one of the most established Singapore cryptocurrency exchanges. The brand put together will be known as COSS - Crypto One Stop Solution. This merger will also produce the world's first merger token - merging COSS and LALA tokens - to form super tokens that will become assets that combine all the features of their parent token.
In the COSS + LALA swap token update, the company announced that it will adopt the Crypto One Stop Solution brand with the vision that the bundled products are one of the largest digital asset ecosystems formed in the entire world. Users will be able to trade, store, transact, and spend their digital assets from one platform with a single ID - making the mass adoption of digital assets a reality. Merger also brings together experience and resources from both companies to become a fast-growing startup of Asian Fintech with offices in Singapore and India.

Facebook's cryptocurrency is highly anticipated in the crypto community to be one thing that helps increase mass adoption. With the help of Visa, Mastercard, Uber and PayPal, this can finally become a reality.
Reports surfaced earlier this week by the Wall Street Journal that social networks had signed more than a dozen companies to support crypto currencies, stablecoin which had been developed in secret for more than six months. Each of these new supporters will invest around $ 10 million in the project as part of a consortium that regulates cryptocurrency.
In addition, the report said that Booking.com, Stripe, and MercadoLibre were three other companies that were part of this project but there was no one to determine their role to date.
Facebook has revealed that it was GlobalCoin last December, although the company has suggested that they are looking at cryptocurrency as far back as 2017.

Rarely seen so much Ctrl+C / Ctrl+V .. Bitcoin Processors (BTC) and Bitcoin Cash (BCH) BitPay confirmed that they stopped their operations in Germany via email sent to Cointelegraph on August 1.
In the email mentioned above, a BitPay PR representative. Jan Jahosky, citing regulations which come into force next year in Germany, is the reason why the company decided to suspend services in the home country of Bayer Munich.
Meanwhile, the local information technology news outlet, Computer Base, announced earlier that it will not be able to offer Bitcoin as a payment method as a consequence of the BitPay suspension service in the country.
However, the outlet also acknowledged that most customers pay using PayPal, with some also using wire transfer, while Bitcoin does not appear to be a popular payment option. However, alternative open-source self-hosted payment processors do exist like BTCPay Server, which reduces dependency on third-party service providers

You should make new friends OP, as it really doesn't look good for Yoshinoya... What if I told you OP and Yoshinoya are the same....(finish the sentence). Spammers have the potential to exploit tools intended to upload files to the XRP blockchain. This will result in higher transaction costs and cause the network to swell. Improvements are under development.
Blockchain XRP can potentially be hampered by spam if this exploitation is not closed (unpatched). Basically, a tool called Indlmm was created to upload files to the XRP network. The tagline read "Indestructible, eternal, and infinite storage." However, it seems that the good intentions of the developer have been hijacked by a group of spammers. With this software, an attacker can send spam files to slow down the network, potentially increasing transaction costs. The problem is that the XRP blockchain cannot store an unlimited amount of data. In fact, the bigger the blockchain is, the more difficult it is for people to download complete network history on their computers. For comparison, until now, the size of the entire Bitcoin network data is 226GB. Potential spammers on XRP can use Indlmm to upload large files, thus making the network very expensive to run. Fortunately, such an attack will require quite expensive costs, but it is still a risk that is considered seriously by the developer
archive Spammers could potentially exploit a tool intended to upload files onto the XRP blockchain. This would result in higher transaction fees and cause network bloating. A fix is currently in development.
XRP’s blockchain could potentially be bogged down by spam if this exploit goes unpatched. Essentially, an open-source tool called Indlmm was put in place to upload files onto the XRP network. Its tagline reads “Indestructible. Immutable. Infinite File Storage.” However, it seems that the developer’s good intentions have been hijacked by a group of spammers. With the software, files attackers could spam files to slow down the network, potentially upping the cost of transactions.
Wietse Wind, the creator of the popular XRP tip bot, said that although he commends the open-source tool, “I’m worried. I operate a full history node on the XRP ledger.” Many other developers have voiced similar concerns.
The issue is that XRP’s blockchain cannot store unlimited amounts of data. In fact, the larger the blockchain gets, the harder it will be for people to download the full network history on their computer. For comparison, as of now, Bitcoin’s entire network is 226GB. A potential spammer on XRP could use Indlmm to upload massive files, thereby making the network very expensive to run. Luckily, such an attack would be quite costly, but it is still a risk that developers are taking seriously.

He/she totally active blatant plagiarizer :
Shocking! I don't think anybody gets permabanned from the forum unless it's for plagiarism--at least I haven't seen many cases of permanent bans resulting from spam or anything else. The excuses and denial, though.... Good job to everyone who provided examples, and I suspect OP is either an alt of the member in question or is involved in the same spam farm as he/she is. They're all likely sitting around the same table copy/pasting stuff that other members have posted and are trying to pass it off as their own original material. It's the same old story we've heard thousands of times already, and it's tiresome. OP, do you see what's up here or what? More evidence that OP is connected to the banned account. At this point... I don't think it was a friend's account. I think the banned account belonged to OP No doubt, then. I always suspect people of being alts when they come here and try to defend their "friends" against a permaban.
