I can vouch for Refinitiv since they recently acquired Thomson-Reuter's business in the Philippines and is doing a big move in the financial information industry. But knowing that they are partnered with Binance only says that there is big money involved and I don't think it will be fit budget wise for a startup company like what the OP is trying to launch. If they do entertain their partnership offer I don't see any deals happening with all the background checks they will be doing for the startup exchange, it's like asking for the king to allow peasants benefit more with the land.
