So far humans will be in charge of the officiating I don't think we will ever experience a perfect refereeing decision in this game because we humans can never be perfect and we have different ways of seeing things and sometimes we do things in favor of some people.
VAR was never meant to make decisions but to assist the referee hence the name (video assistant referee). They try to make every little hidden detail visible by calling the referee's attention to it. The final decision is still the call of the referee. Sometimes some referee are just too bias with their  decision making it clear that they are favouring one team than the other.

I don't see this improving because in the past, when this technology didn't exist, players and fans would complain about penalties and fouls. So this technology was created to see if there would be a solution to the complaints, and today they continue to complain. So even if the technology improves even further, the complaints won't stop.
