Both are still good coin to invest but it's better to know the fundamental and prospect from both of coins. Ethereum's demand decreasing every day due to the IEO and stellar too and the decrease of the demand to the stellar platform can be seen from how much new asset that is issued in the network and not so many people are using stellar as a payment system right now.
And my conclusion is both are still have potential but when there will be no a big update from the development or that token will be massively adopted caused by its utility and then i can consider both are not good assets to invest.

right now and probably for another 6 months no altcoin is going to be good to invest in with the exception of small cap coins that get pumped for a day or two before dying back down again.

these coins, specially the big ones like ethereum, ripple, stellar,... still have some leftover bubbles that needs bursting. and also there is the problem of them being too old now. in altcoin world only fresh coins can be pumped big times and old coins are replaced every couple of years.

Altcoin market continues to be in a deep crypto winter, including the two coins you have mentioned. Indeed, they have a solid fundamentals behind, but if investors are not willing to shell out their money and invest on them, then all we can do is wait.

As for as investing advise though, it's really very difficult as we all know that crypto investment is very risky. So I wouldn't directly tell you invest right now, but I would say that the price is still at a discount and you can easily be a bagholder and can profit in the next six months to one year specially if you chooses to be a long term holder. So the choice is yours.

I am very bored to wait for the growth of altcoin because now there are many shiitcoins that are not profitable, seeing ethereum and Stellar every day is decreasing and this is not good for investment for this year, but we will see ethereum 2.0 which will be released in 2020 will likely rise but this will not be my long prediction. because now the investors don't trust altcoin yet

Comparing ETH and Stellar then I would definitely choose ETH among XLM even though these coins had been on the market for some time now.

Ethereum is a coin that house other coins(token) and that makes it to pride itself as one of the used cryptocurrency!  The current declining in ethereum and stellar price is not new to us and the current market setting is what we have experienced several time in this cryptocurrencies era. We are to buy now that we can afford ethereum at $183 and stellar at $13! Time is coming and that time may not be far from now when we would be seen ethereum above $500 again. Stellar on the other hand is one of the best coins and I began to like it after reading the whitepaper.

I would say that Ethereum has a higher chance of bouncing back after hitting it's low this year. There are still investors within this coin even projects has a lot of ETH are their wallet and just waiting for the right time to liquidate.

What do you mean that falling price is not a good signal to buy? If you have bought Ethreum in the $80 range, then definitely you have been profiting by this time. But if you are aiming for more profit next year then definitely HODL and then continue to accumulate. As far as I know smart investors are doing this strategy. Buy/HODL, rinse and repeat.

Most altcoins are dependent on the bitcoin price that's why it's normal to see such price dropping. Ethereum will be the best choice for you if you are planning on investing a profitable altcoin.

This year was dominated by downtrend for most of altcoins including Eth and Stellar but if your questions whether invest at those altcoins still good option or not and i would like to says yes it is good time to bought more especially Eth that based on my experience i had get decent profit by hold Eth for almost a year that i bought cheap and sold my Eth at $2000 range and although the current price still low but i believe Eth will reach the highest price again
