Well, you've clearly been banned. Not much more to say.

This is also in the wrong section, it should be moved to meta.

Next time follow the rules, no doubt you'll create a new account (even though it's prohibited).

I am actually wondering what you might have done for the account to have been banned, Maybe you can contact Theymos and give him a reasonable explanation on what happened for the account to be banned and he may decide to unban you though it's highly unlikely.

Well, you've clearly been banned.

He's not banned for breaking forum rules, his account is locked.

Follow the instructions in Recovering hacked/lost accounts: it tells you the same as your error message did already:

You should be given an email address in the error message. Send an email there and you will be given further instructions.

So send an email to that address!

yes, the account is locked, it's been inactive for almost 2 years according to bpip
but something fishy is going on, there are too many password changes/resets within the last week
and he just did password reset via security question, which triggers locking
so it's either the long inactivity or password reset gets his account locked
