According to the core developers of Parity Wei Tang, they took another two weeks before continuing the next step in choosing the block number to make a hard fork on the coin Ethereum-Istanbul. Wei Tang said that Meraka would take steps to hard fork on September 6, 2019.

usually these things created hype for a short time and lead to a pump in that duration before the price dumps harder than before again. so we might end up seeing the same thing be repeated like that.

but last time the ether team tried to create a hype and pump their coin, they failed and the price only had a very small rise (about 10% if i am not mistaken) and because the pump failed the price dropped even harder as people panic sold.

Considering the previous hard fork that failed I thought the next hard fork might not have had a major impact on the rise in ETH prices, I still remember when the team doing a hard fork on the network had absolutely no impact on the increase in ETH prices, on the contrary that it had a negative impact on the decline in ETH prices at that time . But this is only my prediction, we will witness the truth later. hopefully can affect the increase in ETH prices again.

i guess it will effect to eth price at that time, bad/good, news will give impact to ETH.
as far that i know every cryptocurrency always got effect by news, even if it short time.

I do not believe that the price of ETH would change. Just look at the last hardfork Constantinople, it did not change the price of ETH at all, because it was another blockchain update without a free coin for ETH holders.

in my opinion, not too much because fork istanbul hardfork only continued a little development of constantinople hardfork and also in my opinion at this time ethereum has increased because the king (bitcoin) is experiencing an increase in price as well but if the king has decreased then the impact will also affect ethereum.

The main focus of this hardfork will be in the network stability and privacy and as far as i know that the istanbul hardfork will bring the privacy tech that has already used by zcash to the ethereum to increase the anonymity and give more privacy to the users.
It looks like the public is not waiting for that update but they are waiting about the information regarding about the ethereum POS update that already promised by the ethereum developers to cap the hardcap supply of ethereum and give holders more possibility to earn from the network. I believe this will not bring a huge impact to the ethereum or it will be the same as constantinople's impact.

Dont think sure is really affected to the ETH price, maybe will only happen some temporary pump and then dump again like previous hardfork (constantinopel). I'm pretty sure Instanbul Hardfork is just improvement from previous ETH Hardfork (Constantinopel)...
At least, after hardfork completes I hope the price of ETH will stable at >$200...
