I think the purchase in the ICO continues even though the bitcoin price suddenly rises, provided that the ICO project does not happen scam, the high price of bitcoin does not affect the purchase to invest in the ICO. I think investors have lost confidence with ico. Even though the price of bitcoin goes up high it still won't make ico any more successful. Ico is dead and abandoned. The golden era of ICO has ended. At least that is what is seen in the market.
Currently investors are more interested in investing in IEO or directly buying coins in the market.

I think Binance fever is over too. Due to certain IEOs, especially Bittorrent one, BNB rose very high. But at present BNB is just $15 which is approximately 50% collapse in just 2 months. I don't see any altcoin to stand against Bitcoin in 2019. So it is better to keep all money in BTC and wait for right time to get benefited from intra-crypto trade.

we have seen it this year, between June and July I think. Bitcoin pumps occur because of very strong trading dominance compared to other assets. it makes altcoin lagging can't keep up and keep up with the pump that's happening. even some altcoins experience a decline when bitcoin starts the pump.
