The first image clearly shows the consolidation of the inputs. Right now, fees are low so turning 4 inputs into one unspent output is a good idea. In the future, the owner of that address will pay a much lower transaction fee since the transaction size will be smaller. The more inputs you have, the higher the fee you will pay. You can play with this website to see how the fees change based on your transaction size. 'x sat/byte' parameter changes depending on the unconfirmed transactions.

The first is consolidated input like cryptex said. Can you post the txid of the second as it could be omni (discussed here) : https://bitcointalk.org/index.php?topic=5179450.msg52287240#msg52287240

The address in question is 1HSqyCH5mF6jbRcySed5ds8hxLEiNDDevm, and the transaction OP is referring to is 4c5935ac73ea0be9018ec8346bee71da5cb20af6f231a9ab74795891037c709a.

Looking at the script, it's not an Omni transaction.

OP, can you clarify what you mean in the second part of your question? You tried to make two transactions of 0.00000674 BTC from your address to 1HSqyCH5mF6jbRcySed5ds8hxLEiNDDevm? What is your address? What wallet were you using?

because there is no rule in bitcoin preventing you from sending bitcoin from one address to the same address. bitcoin doesn't care. you are just creating new transaction outputs.
example:
https://www.blockchain.com/en/btc/tx/1148de03991e0bf17e2846e7eb9373f7ae280ca07349f637052a6874c5b2eb5c

why? what @BitCryptex said above.

we can't tell for sure unless you provide us with more information. what wallet are you using? which address is yours and which is not?
this one (https://www.walletexplorer.com/wallet/CoinJoinMess?from_address=1HSqyCH5mF6jbRcySed5ds8hxLEiNDDevm) appears to be connected to CoinJoin. is that what you are doing?

Like as pooya87 said, please share which wallet you are using. That would certainly help us to share an answer.
Can it be the reason of not using coin control in previous transaction. The change address is random in electrum, that's why the transaction has gone from another address.

I guess the OP has withdrawn some amounts of Bitcoin and expected that amount to be sent from the deposit address and that's why it is said that "the address in not mine".
If I've understood the OP correctly, the answer is simple.
The wallet which the OP is using is a wallet which user has not full control over the bitcoins. It might be an exchange.
You deposit some bitcoins to the wallet, then that amount of bitcoin is sent to another address which is likely a cold wallet. When you withdraw some coins, they are sent from another address as your deposit address is empty.
