Is there a multi-crypto wallet with API that could

1) Generate address for receiving transactions for given crypto via API
2) Initiate transfers via API
3) Allow notification hooks for incoming transactions (Payment detected, how many confirmations)

Hopefully, something locally located, without exposing funds to 3rd party.

Take a look at CoinPayments API or Coingate's. I believe that CoinPayments allow forwarding to another crypto address and the receiving process shouldn't be necessarily done to their wallet, however, I don't think you could have the three features you're looking for in that case.

An alternative (best solution If you want full control over your funds) would be to use BTCPayServer (BTC, BTG, LTC, DASH mainly).

You can check Coinbase API service where you will find plenty of options. Maybe some of them could fulfill your requirements. They have got Coinbase commerce and Coinbase pro   service for their users. You may visit their website to explore the best one for you.

You can also check Edge wallet that supports multiple crypto coins.

You can find their developer API page from here https://edge.app/developer/

I think you can also try the API from blockchain they support few altcoins so I think you can use their API key to generate altcoin address. Source from here https://github.com/blockchain/service-my-wallet-v3

When talking about a multi-crypto Wallet, the adoption of 5 cryptos is sufficient because most currencies are useless.
This option is the best one: open source as it provides you with the acceptance of using the lightning network (low fees) and provides a good choice of altcoins.
Also, you can use it with Ledger Nano S.

I know Bitgo has it. They boast about their API a lot on their website. Then there is Keepkey but I am not sure if it actually has any API ..

OP is looking for something that he preferably can host locally. BitGo might provide the services he's looking for, but they're meant for enterprises and they also have criteria you need to meet before being able to use them. As for KeepKey, I'm pretty sure they don't have such a thing unless you're referring to ShapeShift API.

You can talk to keepkey device using a form of an api (eg python-keeykey is an example) but nothing to the extent like trezor to my knowledge.

They do have an API to communicate with the device, but that still won't be helpful. You need to have physical access to the hardware wallet in order to initiate a transaction.
