How long has it been since you sent your btc payment? Was there no instruction that you have to wait two hours if paid with btc? Two hours I think is a bit long but it still depends on the network. If the time runs out and the seller defaulted, consider all options you have to recover the funds.

edit: Thanks for the correction @lucius I read that too fast  Cheesy

First understand that it's you who have to actually keep everything documented , take screenshots and keep.all the chats and all .
First wait for a while and if it doesn't work then you can fir sure dispute the trade and to be honest I have never waited that much but then again when you send Bitcoins from one place to another you should understand that it will take time , it generally needs 3 network confirmations therefore what he said was vaild and maybe you would have to even wait more.
Use lightning network next time if you are so unsure .

Which platform did you use to transact? If its any P2P exchange then there should not be wait for 2 hours to get your Bitcoins when you have already made a payment. You just need to confirm the payment done and escrow must be released from the other end. I would suggest you until payment time gets over, if you still do not get the BTC then you can open dispute. Your funds must be secured on P2P network. You need not to worry.

How long has it been since you sent your btc payment?

He did not send BTC payment, he is buying BTC for PayPal, and now he is waiting that seller sends coins to his address.

NCK1337, what wallet you are using for receiving this BTC transaction? If you use any desktop / mobile / hardware wallet you should see transaction even if it is not confirmed, but you won't be able to spend it before it gets confirmed. Maybe the seller is set very low fee, ask him for transaction link and post it here so we can check.

Use lightning network next time if you are so unsure .

He is a buyer, and he is using PayPal, your advice to use Lightning Network doesn't make any sense, especially for newbie.

You should check your transaction status to be confirmed about your payment. Sometimes it can take little extra time to complete your transaction. If you haven't done any mistake from your end then no need to worry about your payment.

It would be much easier for us to give you proper suggestion if you kindly provide your transaction details with related screenshots here.

With localbitcoins or any other p2p exchange, you don't have to wait for wait 2 hours to purchase BTC. Once, you had made a payment just contact your peer and ask him to confirm the payment. Once, your payment is confirmed by your peer, BTC is released almost instantly to your exchange account. From there you could withdraw it to your hardware wallet which would take some time. In your case, it looks like your peer tried something fishy and you did a good job opening a dispute.

uh oh you have been scammed seller must gave the coins after the the payment since paypal is instantaneous after you sent your money. you should ask for the transaction link if he really sent the bitcoins to your address. Anyway, just open a dispute to seller after the 2 hours is over if he doesn't come ask the local bitcoins support for help. Next time ask for transaction link to seller after the payment.

So today i made my first ever payment for bitcoin via paypal,i sent the money but seller said i have to wait 2 hours for payment to complete.
Im a total beginner in this so i want to know ur opinion,am i safe. Is a dispute needed? What happens when a timer runs out?

Just wait for the specified time and raise a dispute if the bitcoins are not sent to your address. I hope you have given him your btc address  Roll Eyes Huh
Do not wait any longer than 2 hrs since the person might be a scammer. I would recommend not to use paypal since many people scam others on paypal.
Use peer to peer exchanges like localbitcoins.

Somebody has to do something about it. The people who created SCAM are everywhere. And they constantly manage to deceive the newbie. They are often trouble-free in uncontrolled areas where control is low.

Very easy to try. Join any exchange's Telegram (global) page and type in need help, can I speak to admin. Make sure multiple people help you! will write to you immediately !!! Please be careful.

You have all the time to file a dispute why done it so soon?  It would only look like you are the ones who want to scam here.
Can wait for more than 2 hours and verify whether the person you deal with had send it. You check your wallet on the blockchain whether there is an incoming. You can even file a dispute tomorrow but why so soon.

First, you need to provide links and proof for  further investigation on what site you have gave the payment and if this is a Paypal payment you will sure need a third party site in processing your payment with Bitcoin and other cryptocurrencies because there is no direct transaction between Paypal to Bitcoin and if that third party you have sent your transaction doesn't provide you with information and it is the end of the provided transaction time then this can be a fraudulent transaction.

This depends on a list of factors. What exactly did you do, and did you use any intermediary services? You sent money via PayPal and are waiting to receive BTC, correct? Bitcoin transactions can take hours and even up to a day. It depends on the amount that person paid for the transaction in BTC. If you used a trusted exchange for this transaction or a seller that has good reviews, you are most likely safe. If, however, you just found a stranger online and sent the money, you were probably scammed. And screenshots that others have already mentioned would be helpful (you can make personal information crossed out, just leave the stuff like the conversation).

The good thing is that local bitcoin escrow system is very good and you will be able to resolve this matter in your favor once you dispute the deal.

So today i made my first ever payment for bitcoin via paypal,i sent the money but seller said i have to wait 2 hours for payment to complete.

Maybe you need to understand the matter more closely.
In localbitcoins we do not share our bitcoin address as they are automatically transferred through the site when we release the bitcoins.

If you used localbitcoin then the bitcoin should have been held by localbitcoin until the seller confims your payment, if you haven't received the bitcoin already it means that the seller didn't confirm your payment which means he/she has no intention of releasing the bitcoin.

I think mate no need to worry about op funds sometimes we need to experience the slow network traffic because of a lot of user made transaction. One thing op need to be sure transfering their funds the address is correct therefore no need to just and calm after 2 hour transaction is completed.

The remedy for this is just simply ask that person where you sent your money to provide the transaction code/link/hash just to confirm that he already sent it, if he can't and he's just saying nonsense things over and over again like you have to wait for 2 hours, then I guessed you've been scammed. Next time, make sure before you buy Bitcoin on to someone, ask for legitimacy proof for your peace of mind, don't waste your money in something you didn't even know if legit or not.

There's a lot of local web wallet's that supports cryptocurrencies where you could buy legit bitcoins, use the google wisely.

Avoid opening multiple thread for the same issue.

You should open the dispute now but you need to make sure you followed all the terms of that ad,if not then the dispute will get resolved to the seller.

Is there any update on the issue?
I'm wondering if OP has sent the payment as "gift" or "personal" or the seller asked to do it like this or not...
Because gift or personal payments are not easy to refund, so it's a usual type of scam when the seller asks for gift payment option.
Would be interested in the outcome of this situation.
