I think you should "Report to moderator" because some of these services are against Reddit ToS and are therefore illegal.
No, breaking some website's ToS is not equivalent to breaking the law, and it'd still have to be a crime where OP (or the buyer of his services) lives.

I agree, these kind of services shouldn't be tolerated, even though they are for different platform. And if @Nihal6443 is willing to do shilling on reddit, there is a chance he would do it here on bitcointalk as well, as these kind of shady services like to cover many other platforms, including Telegram group shilling, YouTube etc. They rarely focus on just 1 platform.
Yes, they do that here too, we can't prevent them from offering their services elsewhere to shill here, but we can ban those whose shilling can be qualified as spamming.
