Who needs an article?

Honestly, if you've got a solid github account showing off your chops, that speaks volumes more than somebody who's good at writing articles.
Nobody cares if you are an orator, if you've proven yourself in real life.

What sort of traffic does your site get, anyhow?
I guess it could be a bit different if you get huge traffic everyday, but judging by your site, I'm guessing this is some sort of a business startup for you. Correct?

I think you need to make your site attractive and therefore some can use it in knowing developers or doing research.
You can add these lists to Bitcoin developers^{[1] [2]} and you will find a lot of information about them if you do a small search.
The 500-word option is not suitable. You need to set up a user profile, social media accounts, previous work, projects s/he works, things s/he can do, the price per hour, and a brief overview.

There is Medium for that which is sort of accepted as a proper platform by the programming community and also stuff like HackerNews etc. They have a wider audience and good acceptance rate. What platform would offer that isn't provided by these services? To be honest, GitHub is more than enough.

Now my honest opinion is, why programmer publish his work with any third party author? 

When he himself can publish his own site at nominal fees or can even use free services for hosting, like Blogger, WordPress, etc.

some people will post it, but for blockchain developer we can't publish it easily, because sometimes the project we handle "not legal activity" ex. gamble, local exchange.

Exactly, if he is publishing the programming articles with his own name or without original owner name then its useless to submit your work on this site. As there are numerous options available where one can publish his article with his own name and that too for free like Linkedin.
