They are not stopping after giving so many tags. Everyday they creating new accounts
and posting bitcointalk account buy sell posts.

Are you asking for him to be negatively tagged? Not much point if so - it's "quasi-legal" these trades here, but negative or not - they will continue..

Buying/selling accounts are not contrary to Bitcointalk rules, but it is untrustworthy behavior.

After applying the merit system, selling accounts has become unprofitable because you need Merits that require high-quality posts. "If you can make high-quality posts, you don't need to buy an account."
Generally, many who sell accounts use new accounts so blocking them won't be a problem for them.

They of course use throw away accounts such that even if they are tagged they can always create another to continue advertising.  However, worry not...  Sold accounts can still be identified by sharp eyed members and then tagged in the long run.

I really think that most account sellers who would offer to sell accounts in "bulk" are simply scammers , it makes more sense to tag them for being scammers than to tag them for account sales, if getting Full member or Sr.Member accounts in bulk is really a thing, then there must be something seriously wrong with the merit system, earning 100 to 250 is not something easy enough to be made "bulk",  it's maybe those old accounts before the merit system was introduced ?

True, they're gonna have a hard ranking up because of the merit system to eliminate those account farmers. Also preventing the scammers schemes. There's no use tagging negative trust to those account farmers because most of them are just dummy accounts. They don't care about negative trust because it's easy make a new one.
