Totally new member publishing a product in "Service Announcement" section

Is it allowed for the new members to publish a product in "Service Announcement" section

as I published my product a few minutes ago , but it did not publish in the "Service Announcement" section

I have old account , but I prefered to make a new account refers to my formal product

Obviously there is no such restriction since your announcement thread have been published in the Service Announcement section and here is the link for it:
