I've heard only positive things about moonads, high CPM, fast payouts and good, friendly support.
If you go to BMF(BeerMoneyForum) you can look up moonads and you can read some reviews and payout proofs.
As of now you could set them to legit and if they do turn out a scam, as with a lot of these type of networks sadly you can change them at that time.

Bitcoinsad is a scam, according to BMF again.

since they offer payment after 1$ i made a test and got the 1 $ after some hours and now my payment to expresscrypto is pending so soon i know if they pay or not.
