Emails are usually not answered that quickly. Best thing you can do probably is if it's a ban (or an old account that got locked due to the DB hack
(not sure if that's the case here though, what's more likely is that; someone correct me if i'm wrong here, you used a (wrong?) security question to recover your account (?)),

is to open a thread like this, but with more information as to why you were banned/why your account got locked.

Cyrus/whoever will probably take a look and see if it's a mistake or will be able to explain your locked account further/ask you to prove ownership.

(If it says locked in the ban message, you'll probably need to prove account ownership somehow..?)

It doesn’t seem like you got banned.

It says “For security, your account has been locked” and there isn’t any ban in BPIP.

Take a look at this thread.

If you get a message similar to "your account is locked"

You should be given an email address in the error message. Send an email there and you will be given further instructions.
