one of my friend from Russia he wants to start a blockchain payment system project for Gas stations in Russia .

What currently he have :
- He and his friends  have total 17 Gas Stations in Russian ready to use this project.
- He have one blockchain developer
- He can get a registered Company for this project once all things are ready to go 

What he wants:
- He wants a partner or Investor from Russia or from any other country for marketing and to Start IEO.

because this project mainly on Russia so is there any plans if the project starts later they will expand into another countries?

I have checked your website and I see that you have potential to increase the investment by starting the ICO alone. If you want to get the investor for IEO then you need to to look for the private investment somewhere on LinkedIn or any formal websites.
Here on this forum maximum you can find the service providers who offers services for crypto based payments.
Check project development board also to examine the investment possibilities.

In market there are too many scammed projects as well , they raised funds and then everything closed. so for first investor trust he prefer that if he can get investor from Russia then he can arrange a meeting with his team, so in other case if investor is from another country then he can find a way for meetup as well , and yes later they will expand in other countries as well.

This isn't a big deal although I think you need to review a few word in your introduction on that website. It says this..

If your friend already has a developer and a registered company, what is stopping them from going to a bank and mortgage the business for a loan? I know the bank wont give too much value to it so you prefer to go for the less-experienced crypto enthusiasts and seek money from them.

Pretty scammy if you ask me. If you want any sort of transparency which is seriously lacking in the ICO/IEO market then go to an ICO consultancy and seek their help in getting a team and advisors for your project. But I doubt you will do that if your objective here is to scam some newbie who is is a wannabe "venture capitalist"

he have only one blockchain developer , so only one blockchain developer can't develop full project , he don't have registered company for now , but he will get register once all things are on one page.

You have a good scalable project that is able to expand and increase overtime. What you need is proper means ot getting funds to finance your project.  Your best bet is to look for private investors on formal professional platforms like LinkedIn,  sell your idea to them,  hopefully they buy into it, then from there you can get the needed investors and partners you want. You would also highlight if this project id open to investors outside Russia

What is there to bring into blockchain in this kind of small and local business? Only the payment system of all your friend's gas stations? I don't think you need to undertake a large crypto project with your own developers and even start an IEO with this objective alone. When starting a project, always ask this question, what is new to this project? What problems that millions of people around the world are facing that this project of mine can solve? If this is your goal, I think you should instead open your gas stations for BTC, ETH, LTC, Waves, etc as payment.

To be honest, I don't think the market is big enough with only 17 gas stations.

Lets assume that 1 out of 500 would be willing to pay with cryptocurrency instead of traditional payment methods such as cash or cards. Additionally you most likely want to use your own token, how many people would actually bother to:
1. Register on an exchange
2. Buy the token
3. Send the token for payment each time they are going to pay for gas

It is not convenient at all. Why would they not just use a crypto debit card instead which would make the process much easier?

Unfortunately, I don't think there would be any profit in this venture.

What benefits does the partner/ investor stand to gain by investing in your project?  Also,  I think your project would be better off just organising an ICO as it is much cheaper than an IEO in most cases.
