I would trust teslawatt's word. I host with them and have done for years, I don't know cargober but if Teslawatt say they are legit then they probably are.

I bought My Innoscilicon from Cargober and had to pay $0 overheads/shipping since I decided to host at teslawatt.. Came up and running within an hr I made the payment..
